HOCADEO TODAY
The Development Office of Hoima Diocese has for the past more then 30 years been deeply involved in working with rural communities in the area to establish and contribute to meeting their needs. The Diocese has also been closely following the development within Government as a major development stakeholder in the region. It is noteworthy that the needs and priorities of the communities as identified by the Diocese have been similar to those targeted by government mainly under the Poverty Eradication Action Plan (PEAP) and the Health Sector Strategic Plan among others.
The same needs and priorities have been and are clearly highlighted in the Development Plans of the Local Governments of Hoima, Masindi and Kibaale Districts. Indeed, the HOCADEO Strategic Plan and implementation thereof plays both a complementary and supplementary role to the efforts of Government and other development stakeholders. In summary, the principal focus of HOCADEO’s development work has been and remains to:
- Improve access of the population in the Diocese to poverty reduction (development) programmes with particular attention to increasing effective access for the poor, the difficult to reach and the otherwise disadvantaged.
- Improve the quality of delivery of services, implementation and management of development programmes under Hoima diocese.
- Reduce inequalities between various segments of the population and geographical areas (parishes) within the Diocese.

Our Broad development goal
The overall aim of HOCADEO’s development efforts is to sustainably improve the livelihood security of the poor, the disadvantaged and the marginalized (men, women and the children) in Hoima Diocese through strengthened and well coordinated poverty reduction and wealth creation programmes.
Our Broad organizational objectives
In view of the above goal this plan has the following four (4) major objectives:
1. To alleviate human suffering and poverty especially among the poor, the disadvantaged and the marginalised communities in Hoima diocese
2. To enhance social justice in the communities where development takes place
3. To build and or strengthen the capacity of communities for self-help and community-led management of development processes.
4. To strengthen HOCADEO’s collaborative and managerial capacity for effective execution and coordination of development work in Hoima diocese.
HOCADEO’s Values
Our development work is grounded in the Catholic social teaching, which stresses the profound sense of the dignity of each person and their inalienable human rights and their responsibilities, regardless of culture, colour, gender or religion.
